They dont have whale watching excursions but is there good chance of seeing any on the RIB boat excursions at these ports?

Nope. Whales typically stay farther north around Svalbard.

 

The only whale watching tours along the coast of the mainland are around Tromsø and the northern coast to spot orcas, but they are only in the area during the late fall and early winter.
