Excursions in advance

If I make and pay for excursions in advance and pay for them, can I cancel when on board and use OBC

you can use your posted OBC pre-cruise for excursions - no need to pre-pay

Call your TA, CVP or Princess directly - if you wait until on board, the excursion could be sold out or a price increase.  Does the OBC show up on your account or are you waiting for it from a travel agent or other?
