I’m not sure about Palma but I believe that SpecialNeedsatSea does rentals for both Barcelona and Rome.  You could contact them to confirm if you find a cruise you’re interested in to see if they can service the ports you would be using.  Good luck.

Do you mean you want the wheel chair to be waiting for you when you board the ship so you can use it on your cruise?   I guess I'm not sure what a fly cruise is...

 

Scootaround.com rents wheelchairs and many other mobility items in Barcelona and Rome (Civitavecchia) that they will deliver to your ship.
