We have never had a problem getting tickets on any of the trains to/from Le Havre.  But, I guess anything is possible.  Keep in mind that there is usually one train per hour to Rouen/Paris.  On the other hand, nobody can guarantee that the trains won't break down, there won't be a labor strike, a meteor won't hit the train, etc.  

 

If you are really concerned, buy tickets in advance.  But then you must guarantee that you will be at the train station on time :).
