Are tips covered when purchasing specialty dining?

When you book it will add on the tips before check out.

And I think it's 20% now.

When I prebooked reservations for a Beyond cruise this past January for Le Voyage & Eden I did not remember anything about the prices including tips. In both restaurants all of our service people refused tips saying that they were prepaid. They absolutely refused, even the wine service. Not even given a paper receipt so no place to add tips and I do not carry cash on cruise ships. Excellent service in both restaurants, would have gladly gave tips.
