Carnival Dream 14-night Panama Cruise Jan 2024 Ship Time versus Local (port) time

I asked this question of two different tour operators and got different answers.   Waiting for a response from Carnival.com, so I'm hoping someone here can help me since I want to get my shore excursions booked ASAP.

 

On Carnival Dream out of Galveston in January.  Particularly interested in excursions in Curacao.  So it is 2 pm in Galveston now as I write this post, and 4 pm in Curacao.

 

The Carnival itinerary says we arrive to Curacao at 8 am.  If that is Galveston time, then it is already 10 am local time.  The excursions I'm looking at say they leave at 9 am.     SO, does that mean those excursions will already be underway when the Carnival ship docks, OR does the ship time change to local time (which means I have one hour to get to my tour pick up location in order to leave at 9 am).
