This is the rate for private tours as posted on the official rate sheet. Some taxi drivers, though, have a 4 passenger minimum though that's against the rules.

 

• Sightseeing Tours: 2 hours – One passenger $75; two or more passengers $38 per person. 3 hours – One passenger $90; two or more passengers $45 per person.

But, you may be interested in a more upscale experience. I think their rates are determined by the service provider. I do know the owner of ICBW, and he is very knowledgeable and personable.
