Most of the "community appreciation" OBCs are done on a per stateroom basis. Some of them stack, allowing you to use more than one - but you can't use the same one for two people in the room. I think that the best combo is a military veteran, who is a first responder - traveling with an educator who is a University of Washington alum with season tickets to one of the Huskies sports teams. Oh, yeah... One of the people needs to have 100+ shares of Carnival stock. Also, they shouldn't be big gamblers, because casino offers aren't compatible with some of the community OBC offers.
