Besides a full day’s excursion, what might be a good way to enjoy this port?

Exploration at the port?  A good half day tour?

You could spend hours exploring the city.  It's beautiful and walkable.  There is the Antonio Borges botanical garden that you could easily visit on your own.  I spent a week on the island and didn't see everything, partially because of weather.

 

You can book a whale watching tour on your own, but if seas are rough that can get cancelled (happened to us).  I'd encourage the full day tour; your guide will move you around to the best spots and avoid the ones with foggy conditions.  That cannot be predicted in advance.
