NCL to cruise from Philly, would Carnival?

RCI small ships used to sail from Philly years ago and all of a sudden they stopped.

 

I was scheduled on one (had to be around 2003) and it was cancelled. Empress of the Seas.

 

Empress then left from San Juan and I sailed that in 2004.

 

I never did follow up on why they stopped sailing from Philly.  I'd go.  It's closer for me than Baltimore...LOL
