Almost all of Mexico is level 3, but carnival still sends ships there every week.

A good portion of the cruise ports are not level 3.

Southern Baja is level 2, Quintana Roo is level 2, and Yucatan is level 1.

Border towns, and the stretch from Puerto Vallarta to Acapulco on the Pacific are the cruise areas that are level 3.

Where did you book the Carnival transportation? Was it an excursion that you booked ahead of time?

The Carnival team had a kiosk set up right at the port in Montego Bay.  You paid there, and the shuttle took you to Dr.'s Cave Beach and a little shopping area.  It was convenient! We didn't book ahead of time, but I had read somewhere that this option existed, and I was pleased to see that it was available.
