Last Minute Travel

I have heard that last minute cruises may be purchased (if there were cancellations or vacant cabins) at the dock on cruise day. Is this true and what are the procedures to get these last minute deals.

The requirements that I understand are now that a manifest must be submitted to the Coast Guard 72 hours in advance of sailaway.

So, a last minute booking is now no later than 4 days in advance. I've tried to book with only a week to go, the price was still just as much as it was a couple of months in advance.
