Milk drinker here - it is free.

 

Sometimes at the buffet, it is not in sight, and you will have to ask steward to get for you - and they will.

 

Of course, in the dining room, you will have to ask.

I concur with Druke. We have been on two Princess cruises and have asked for milk at the buffet and the dining room. It was always available and there was never a charge. I hope this will be your experience, too.
