What time to board POH?

On our July 3 sailing we boarded around 5pm with no line at all- from dropping off the baggage outside the pier to walking into our cabin took all of 15 minutes. People for the next cruise started lining up around noon and by 12:45pm when we left the pier area there was a HUGE line outside the building. So if you don't like lines, get there late. But the boat drill takes place at 4:30pm if you want to be there for it.
