Yup, on the Crown free ice cream is only available from 3:30 - 4:30 in the Horizon Court. Not sure about the other ships.
Incorrect information. You can get ice cream in the dining room any time during lunchtime and all evening. You many not choose to go to the dining room but it's there and available if ice cream is that important to you. It's all about choices.
