The Holiday Inn Downtown and the Best Western Cabrillo are OK hotels, but I would not walk at night in that neighborhood, and there is nothing close by as far as good restaurants, etc. While it is in the financial district, most of the restaurants there are open only for lunch. You might spend is much to take a cab from there as you would spend on something closer to the port. You might do better saving money with one of the inexpensive motels near the airport on Pacific Coast Hwy that are only a few blocks from the cruise pier. I am not aware of the construction by th eBestWestern ,actually I though it was nearer to the Holiday Inn BUT for an inexpensive alternative you could try La Pensione in little Italy which is just north of downotwn AND on our light rail trolley line.
