Always suggest buying foreign currency regularly if you travel and if the currency issue causes concern, then should you travel? Most of us do not spend a lot of money while on a cruise. Just for those special little things on shore. However, tours are another thing. Groups of travellers can save on tours by negotiating private sight seeing tours on shore or before your cruise. We all work hard to save for vacations. Go and have a great time ! We try to prepay as much as possible in USD. Another strategy is to buy foreign currency when the exchange is more favorable.
