Can I walk from Victory to FOTS in Port of Miami?

HI every one. We will be on the Victory on Jan 07 2006, the following will be on the FOTS. Does any one know if we can walk to the FOTS or can we take a cab. We will be 4 people plus suitcases and have to get ready for a wedding on FOTS.
