I have seen on the boards here that you can book a cruise and the deposit will be $250 for one person and then you can add some else on later before full payment is due to avoid paying $500 at the time of booking. Can someone explain that to me?

If you book just one person, you will get charged the single supplement rate. Which is 150% for 1A cabins and 200% for 4A and above.

If you decide to add someone later, they will end up paying the going rate, not the rate that the cabin was initially booked at.
