Passport for 14 year old

We received passport today for our 14 year old. Rec'd in plenty of time, however, they sent back the second profile picture. Was this a mistake, or is this normal? We didn't get ours and neither did our 16 year old last year. Thought someone here may know.

It is my understanding that one stays at the passport office on file and then the other is put in your passport. Unsure if this is different for kids.

All new passports are electronically scanned so the second hard copy photo is no longer required. Our kids have the new passports that do not use the provided photos but a computerized image of their pic. Probably depends on which office is processing it but eventually, all will be done this way.
