That area was one of my favorite area's on the ship, expecally when leaving ports. Much less crowded than above the bridge.

 

There are no passenger access ways to that part that I could find. That "dead" area on the deck plans is where the Crew Bar is located. If you look you can see the small plaque outside the door.

Sometimes they even had the stairs leading up to the front of the ship roped off where you couldn't use it. We loved that area since it was quiet and you really were at the front of the ship, but no the only way to get there is from the outside of deck 7 Promenade.
