While they aren't painful, they do create a "portal of entry" for irritants such as the salt in seawater. Some ladies experience more sensitivity to this than others. I usually shave in the evenings to avoid it. I find that if I swim in the ocean the next afternoon, I'm OK. Also be aware that these also create an entry point for bacteria.
