The problem was that you had to sign for the towels then return your towel when you got back on the ship. Of course, there was a big back-up in the sign out area. My parents were smart and grabbed a couple of towels from the pool area the afternoon before so they didn't have to go through that hassle. Yes, you can take towels off the ship in other ports so I'm not sure why they did sign outs at GSC. Maybe more people leave their towels behind there?
