Presuming you can cancel at no loss up to final payment date (regardless of insurance), anyone could book 25 cabins then cancel 24 of them without loss. This was in reply to your statement re HAL "opening themselves up to extensive "whim" bookings". Yes, I understand if purchase of this insurance was involved in the transaction, it would stop that kind of thing.
