In answer to your questions above..

 

All things considered, late-Jan. to FEBRUARY is the time of year

almost-guaranteed to be both warm but not hot

and also little chance of rain

since it's at the beginning of our Dry Season(Jan. to June,basically)

 

 

Does it rain all day?

It sure can - in Aug, Sept. and Oct.!! = Hurricane season/Wet season

and it can be awfully muggy too.

This year has been a bit rainier than the last few

but most of the big stuff seems to be over with, for now.
