If your child weighs between 20 and 40 pounds, the seat should face forward. These weight guidelines are for your child's safety and comfort. Once he reaches more than 40 pounds, he can use the airplane seat's regular safety belt." This is per Babycenter.com but I have also found it on the FAA website. Plus as a travel agent and the daughter of an Air Traffic Controller I can say "Please buckle your kids in their car seats, at least during take off and landings". It's just safer in the long run.
