dock or tender in Hilo

My cruise documents say "Anchor at Hilo". The person at Tom Barefoot tours says we actually dock...no tendering necessary. Please advise, which is the correct information? I want to make sure I have enough time to get off the ship and to the airport for our helicopter flight. We are supposed to arrive at 9:30 and our flight is scheduled for 10:30.
