I would not trying walking the whole city with such little legs, so catch the the trolley or get a cab up to El Morro Fort. The walk back to the ship is downhill. - Explore El Morro fort, the kids can run and burn off some energy. -You can also try flying kites outside the Fort as there is always a breeze. -Horse and Carriage tour - close to El Morro is a fountain for kids to play in- have them wear their swim suits or change at the Fort.
