Is there a free water taxi between the cruise dock and downtown? Is that the area called the Punda?

Is there a free water taxi between the cruise dock and downtown? Is that the area called the Punda?

When the floating bridge is not connected there are free water taxis between Punda and Otrobanda. Water taxi(s) are near floating bridge not right at cruise pier in Otrobanda.
