What is the latest (closest to sailing) that you can change the name of the non-booking guest on a reservation?

"chuckle, chuckle" Olin I think you misunderstood. This is not about a Name change as in phyically changing ones name. In the US passengers can be exchanged for a fee after booking - for example David was going to join Peter on the cruise but is now unable to go so Peter can ask John if he wants to take Davids place instead. Thie process is then not a cancellation over there but only a name change.
