If you purchase the soda card, you can use it in the dining room. However, we were on the Explorer in Sept. 2001 and soda was free then (in the dining room, glasses, not cans). So the answer is yes, it used to be free, and no it is not any longer. It was free as long as it was soda that could be dispensed from the tap at the bar. If you wanted something in a can it was not free. Is it worth it? I believe Disney is the last of the free Coke at dinner cruises but then trust me in the price they charge up front you have paid for your 12 pack before you get there.
