Both San Juan,PR and St Thomas/St John, USVI are US territories so you can use your cell phone for no additional fee as long as you have free long distance. The U.S. Virgin Islands and Puerto Rico are considered part of the United States because they are U.S. territories. So, I would not be charged any roaming charges for either calling back to the United States or making an intra-island call. However, I was advised to try to be at least 15 miles from the cruise ship BEFORE I attempted to make a call on my cellphone in order to avoid having my call placed through the cell phone tower on the cruise ship (a $2.50/minute charge), as opposed to having the call placed through a cell phone tower on the island (including in my rate plan at no additional cost). So, don't try placing a cellphone call the moment you get off the ship because it is very likely that you will end up paying an extra fee as your call will be routed through the ship's cell tower.
