Does RCI Have A "Care Team" For Emergencies?

This is not bad mouth our freinds to the north. But Nasta Richardson may have died because of a lack of something we take for granted in the US. A med evac heliocopter, it was a 2.5 hour ride to the nearest hospital by that time it may have been too late to save her.
