It was so crowded that if we were in a group of 40-45 people we would not have been able to hear our tour director or see what we saw. We had a private guide for the full 2 days and he made it the highlight of our Baltic cruise. There are plenty of tours listed here on cruise critic. We saw just about everything there is to see in St. Petersburg. St. Catherines, Peterhof, The Hermitage, Church of the Spilled Blood, a trip on the subway and other churches I can't even remember. For the 6 of us it was cheaper than each of us paying individually the cruise ship tour price. We had a large van and a private driver too. It all depends on where your interests lie Have a look at the ships tours that suit your needs Most ship's tour & private tours do the same tourist sites I would do Catherine's Palace for sure, you might like Yousupov Palace, St Issacs.
