NCL is found at the Manhattan Cruise Terminal at 12th Ave and about 50th street.

 

As for airport, I suggest using whichever airport gives you the best flight times/prices... LGA is pretty good and JFK isn't bad, but I think I would avoid EWR just because it's a bit more difficult getting to the cruise terminal from there.

 

JFK provides a set cab fare from the airport to the cruise terminal, and LGA is a metered fare.

Yes, last time I checked, the fare from JFK was $45 plus toll and tip.
