Since the bus isn't running, I would rent the car- depending on your port time. Then detour to Ward Lake, Preservation trail, north Tongass Highway to the end, etc etc etc. Could make the best use of your time. I have rented from Alaska Car Rental a few times with no problems. Alaska Car rental, in the past, picked up at the dock, which office is a little closer than Budget. Inquire directly, of each for current dock pick up information.
