Yes, it is an international flight, but you will find that the airlines, in their inimitable quest for revenue, have included Canada in their add-on luggage charges. However, you should verify this with Northwest. It will be on their web site, or you can call them. The international aspect will become clear when you have to clear Canadian customs after you deplane in Vancouver. :D International flights to Europe may still have a luggage allowance, but Canada generally does not. Therefore, your flight to Vancouver is "international" which affords you 2 free checked bags, with each bag weighing up to 50lbs and not exceeding 62 linear inches in the three dimensions. Canada to/from the U.S. is an International flight so follow the International luggage rules. http://www.nwa.com/travel/luggage/checked.html If you have not booked your flight, also look into flying to Seattle and taking a rental car, train, or bus to Vancouver. 95% of the time, it is less expensive.
