BC gty?

We are booked on the Jewel in Dec. and have a BC cabin picked but aren't excited about the location - we'd rather have an aft location so we decided to change it to a BC gty and take our chances (worse case would be same location). When our TA called NCL they said no BC guarantees available. How can that be when there are still some BC cabins showing on the NCL site and also BC gty is still showing there? Can they deny the change since we have a cabin booked in this category already?
