Whatever is printed on your itinerary you need to be on the ship 1/2 hour prior although we have been on many a cruise and watched people running to the gang plank with only seconds to spare. Unless one of their shore excursions are late, they are pretty good at keeping the schedule. There are many reasons why they leave at certain times, so they usually do. The main reason that it leaves at 2:00PM is the Na Pali Coast sail by. If it leaves much later than 2:00PM they may not complete the sail by by sunset.
