For security reasons, no deliveries by other than background checked vendors are allowed.....i.e. the food and produce vendors, all of whom go through a very strenuous background check months in advance. No florists or non-cruise line vetted deliveries are allowed. In short, the answer is no. (My daughter works for one of the primary produce vendors who contract with all of the cruise lines in town, and she has to be background checked every season to be allowed onto the terminal grounds).
