Although Ephesus was very crowded with tour groups when we were just there, the Terrace Houses hardly had anyone inside. Only small groups are permitted to enter. There is an extra fee so many don't go in. There are several flights but you stop along the way up to see each level. I hope that information is helpful to you. When you enter the Terrace Houses, you do so at the bottom of a hill. Inside the metal covering that protects the site, you walk up the steps at noted above. You then exit at the top and have to walk back down the hill on the outside. The steps/path is irregular and steep in some places.
