I'm pretty sure you can. We were on the Millenium last May and booked a cruise on the Brilliance while on board.

Yes you can, I have booked a Celebrity while on Royal Caribbean and vice versa, just make sure when you are booking the "NextCruise" (Royal Caribbean) or "Passages" (Celebrity) you get the one you want. It should say at the top of the form since they have a couple different rules regarding the OBC. The main one being Royal Caribbean does OBC from the length of cruise where Celebrity does OBC from the cost of cruise.

Yes, we did it last week. We wanted to try Celebrity and booked the Millenium while onboard the Vision. The OBC was $100 for seven days in an inside cabin.
