Hi - do young children count towards the 1-4 per cab if they sit on your lap?

P.S. I know bringing a car seat would be ideal, but it’s not feasible for us....

We have had 5, including a toddler, in a minivan and paid price for 4.

How Young arethe children? When we were there recently they counted every kid ages 3-10.
