Yes you can order drinks from room service with the PREmier package. Have done it many times. Jim, you have the select package mixed up with premium.

I suspect that Jim knows well the difference between the packages. Looks like a typo to me.

He meant one thing and typed another.

Oceania have House select package (wine & beer ) during lunch & dinner ) with meals I believe room service is included

 

Prestige select package = any drink ( some exceptions apply) any time, anywhere including room service

 

As for Canapes only seen them for PH & top suites

you could order some snack type food from room service in the lower cabin categories

check the room service menu in the cabin

Canapes not very good most of the time anyway. Snacks from room service menu better more often than not. :(:(:(
