This is just not a great region for snorkelers. However, accepting that there is nothing like a great reef, you might want to consider going to Las Caletas. This should be a tour, offered by your cruise ship, to a private beach facility where they do offer snorkeling (including guided snorkel tours). And it also happens to be a beautiful setting. There are also some local snorkel tours that would take you to Los Arcos which is a large rock formation visible from Puerto Vallarta. We grabbed a guide there provided to the general cruise ship passengers from Vallarta Adventures and tipped him to accompany us newbies. He showed us puffer fish, starfish and we actually saw a sea turtle. The water wasn't great and if he had not been with us we would not have seen anything! Since that experience we've sought out vacations to snorkel and love it! My girls were in second grade for reference. And good swimmers. They also did the small zipline and feed the monkeys option at Caletas so it was a fun and packed excursion for us.
