If you want to be close to restaurants then the suite hotels on Astronaut Blvd, like the Homewood Suites, Radisson Suites, Residence Inn, etc.

I would find it odd at Ruth's Chris or Cowboy Star and certainly on the Queen Mary 2 or even NCL Bliss, but I am beyond anything on Carnival or MSC surprising me. I just take it in stride.

Uber is the best way around town and probably from the airport too, unless you use BART from the airport.
And a Government issued ID that is valid for Federal Identification. Not just any Government issued ID will do. In CA it is called a Real ID. Not every driver's license issued is valid for Federal Identification.
