More likely restrictions of various countries and or a crew members lack of desire to go through the protocols required to work on ship or the same reason unemployment is currently so low in the US...people were furloughed and just never went back to work or decided to retire early. -

Someone else mentioned it before I could but it can be a losing proposition for an organizer if a jackpot is hit which requires the 1099 tax form. Unless you have a friendly Canadian in the group willing to take credit for the big win...the organizer takes the tax hit. So hard work, possible tax consequences...yeah... IMO they can keep the paltry points they earn for the effort.
