1. Update from TBB today, explains some of the above:

http://theparbucklingproject.com/article/95/Concordia_refloating_-_news_from_july_18th

So it looks like she's raising as they set up the sponsons a bit, so we should see some more of her out of the water by the end of today. Sadly I'm away most of tomorrow!

Definitely sitting higher in the water today. I can't wait to see the deck of the bow exposed as they raise her higher.

If they are aren't going to begin the tow until Monday, I assume they looked ahead for the weather forecast window for a favorable forecast.
3.
Of some of the major US news networks I found this video as one the best, with some commentary from Nick Sloane

http://www.cbsnews.com/videos/two-and-a-half-years-later-costa-concordia-finally-refloated/
$1.5 billion spent so far. The total cost according to that report will be at least $2.0 billion dollars!
4. Testing report article.

Decisive tests in these hours on Concordia at Giglio to verify the operation of the movements of the artificial ballast formed by the belt boxes 'air-water' to refloat the ship. Electrical tests and tires are underwater. In preparation also changes the control room from where the 'Senior Salvage Master' Nick Sloane guide operations with limited staff is the same as the 'parbuckling' but now it is installed on the top deck of the wreck.

In this phase of the operation includes about 300 people. In particular, it is learned to Lily, are in the course of testing electrical and pneumatic systems of the plant dedicated to the handling of ballast caissons, which form a belt around the vessel, ie the systems that are used to operate and control the intake of air compressed in the caissons and the subsequent expulsion of the water at the time of rigalleggiamento, to facilitate the partial re-emergence of the wreck.

Moreover, in view of the operations of displacement of the wreck and the next trailer, engineers are working on the preparation Concordia attacks needed to connect the cables of the tugboats and fix the anchors of reinforcement required for the mooring of the phase rigalleggiamento.

According to the plans, on July 14 - the day fixed by the time schedule for the start of operations of rigalleggiamento - thanks to the caisson, it should first back up the stern, then follow the bow, so the wreck will be reported in trim and moored about 30 meters to the east, towards the outside of the island. The tests of these hours must give a correct operation of the equipment placed on the ship.

Always based on what is learned and spa Coast consortium Titan Micoperi have prepared an analysis of the problems and risks of the transaction in which one of the worst assumptions involves the sliding of the ship in a 'slope' marine depth of 100 meters in front of the Giglio.

sergio ortelli mayor of the island lilyOrtelli, Costa does not speak of any restrictive measures - In about a week from the operation of rigalleggiamento of the Costa Concordia, the City of Giglio does not know which programs have a maximum of Coast spa to mitigate "the interference of work with tourism activities and socio- economic island. " This was stated by the mayor, Sergio Ortelli, echoing the complaints of his fellow citizens, referring to the temporary stop of the ferries, the prohibitions of access to some beaches, the boating, the impact of Giglio Porto.

"Costa for now - says Ortelli - was not able to indicate even approximately, a minimal set of operations rigalleggiamento, that the City has unsuccessfully several times and in multiple locations required to know", "so much so true - says the mayor - who still do not know or can be anticipated interference with the activities and operations of the socio-economic needs of the island. " Ortelli said he sometimes received verbal assurances from executives of French, but he never had a program written with the points of interest for the islands' population and for tourists on the island.

Among the inconveniences mentioned "the restrictions on movement and access to the island and the beaches, the commitment of ground areas, limitations on water activities." "The island will be 'disconnected' from the continent and no one knows how many hours or days," said Ortelli, "while I have people who come into the City or call us to ask what to do and how it should be organized." The mayor of Giglio also said that "3-400 operators can not compensate for the 4,000 holidaymakers in June, 6-7,000 of July, August 10-12,000."

Environment Minister cockerels island lily giglionewsMinister Galletti, I'll be on the spot as a policeman - "I will be there and I will be a tough policeman." The Minister of the Environment, Gianluca Galletti about the movement of the Concordia, at the presentation of the guidelines for the environment in the European semester at a conference organized by the CONAI.

Galletti remember that the wreck of the Concordia "by the end of July to be in the port of destination" and that he will ensure that "the requirements of the Ministry are enabled in every detail."

5. Despite some local interest in keeping the underwater platforms, it appears they will be removed as required in the Costa Cruises commitment to restore the underwater environment to as it was before the CC wreck.

My colleague Il Tirreno Francesca Gori has faced for 2 days debated the topic in his newspaper. We suggest the following text on July 4 last year in which we talk about the article and the photo of July 5 in which the island's minority council asks the Mayor Ortelli to urge the Ministry of Environment at the time inclined to remove structures from the bottom.

Article 4 July - GIGLIO ISLAND. The Ministry of Environment is adamant: the platforms on which it is resting on the Concordia will be dismantled once the ship has left the island. But the inhabitants of Giglio there are. And to keep those underwater structures are ready to protest. Is flawless reasoning of gigliesi. There is a study from the University La Sapienza of Rome, which explains how the platforms now have become part of the coast of Giglio Island: there they found the house colonies of fish and plants that are accustomed to the steel and concrete structures that are found in a depth of more than eighteen meters and are supported by thick pillars.

"What would the inhabitants of the island - says Mayor Sergio Ortelli - is the maintenance of those structures to make it possible for divers to dive where it still rests the wreck of the Concordia." A sort of boost for tourism - supporting the inhabitants of Giglio - but also a kind of place of memory not to forget those who took the sea, and unfortunately, as in the case of Russell Rebello, has not yet returned.

But at the request of the Ministry of Environment gigliesi decided to answer in spades. And just yesterday morning informed the mayor that once the Concordia has left the island, you begin to throw down the project of removal of the platforms. The reason is simple: there is a cause for environmental damage against Costa Cruises and Services Conference in May 2012, the ministry has required the company to restore the state of the place. In short, the costs will have to go back as it was.

Meanwhile Thursday, July 3 has been installed the latest tipping the rigalleggiamento of Concord, while Costa will ask the court today, the restitution of the wreck. And now that the maneuvers will begin to carry off the ship from the island, the gigliesi will have to say goodbye to the platforms. The City can not play this game because it has no jurisdiction in the matter. Leaving there platforms, environmental damage calculated by the experts of the ministry would in fact have a value less than that determined when the structures are removed. One reason for this, which could weigh a few million Euros on state coffers, but that does not go down to the inhabitants of the island.

6. The picture of the bell in that article was taken days after the sinking and before it was stolen.

What is it with Greenpeace? You can't move it because it will spill nasty stuff. What do they want? Do they want it to remain in its current location and left to rust and pollute the pristine waters of Giglio? Wasn't most of the nasty stuff spilled during parbuckling anyway?

What they want is publicity. The towing away of the CC will be one of the most watched events, and Greenpeace wants to remain relevant, so why not piggyback on the CC recovery with some lame idea of "monitoring the environment".

7. Because of the ongoing court case involving the CC and it's captain Francesco Schettino, a court is required before actual dismantling begins.

In order to dismantle the Costa Concordia Costa Crociere SpA, the company must apply to the court in Grosseto, the restitution of the ship. But the instance needed, ie a formal request to the courts, has not yet been submitted by the lawyers of the company, who have decided to present it based on the performance of hearings this week in Grosseto.

It is what we learn on the sidelines of the same process. The ship, in fact, is a source of evidence: to be dismantled, partially or totally, need the OK of the Court of Grosseto to the release from seizure while towing from Genoa to Giglio in the Tyrrhenian Sea could suffice an ordinance authorizing the transfer; maintaining the Concordia impounded.

Towing and dismantling are two distinct phases that the court could, therefore, deal with two different decisions. The legal department of Côte expect the hearings devoted to deepen expertise and technical aspects, thinking it might come any new occurrences. Not only that. Even when the court receives the application for Costa, in turn, the panel of judges, before deciding, will require a favorable opinion of the prosecutor in Grosseto.

8. They are still deciding on the removal or non-removal of the underwater platforms once the CC is raised and moved.

In terms of decisions for a long time the council is developing a serious analysis on whether constituted by the non-removal of the platforms. To support this thesis we have used the experience of the University La Sapienza proposing to keep promoting the repopulation and to better exploit the potential offered to scuba diving at a site which has become famous because of the sinking of the Concordia.

9. Is the idea still to use Dockwise Vanguard? If yes, Dockwise was last seen (on AIS) near Singapore (17 June). Supposedly heading to Firth of Forth (Scotland) with an ETA 28 July.

If applicable, how long does it take her to come to Giglio?

I thought the Dockwise Vanguard option was only being considered if the CC was going to be scrapped in a far off destination like Turkey.

10. Dry Run?

With three crewmen Piombino, Mayor Giuliani, Valerio Massimo Fabiani, Secretary of the Federation of Pd Val di Cornia-Elba, and municipal councillor S.pietrini left to Valerio 9 yesterday aboard the tugboat ' Phalesia ', affectionately dubbed "the Red Death", for a demonstration ride on the route that should take the ' Concordia ' from Lily in Genoa. The tug, departed from Piombino, arrived at around 14 to Giglio island and then from there, after five days of navigation arrives at the port of Genoa.

"The attempt is to document the path for making this floating waste – said Giuliani – and focus on an infamous decision that has yet to be officially taken and we hope to be rethought. During the crossing is also provided a perturbation of libeccio, between Tuesday and Wednesday, that if you take the Concordia the lead. Today we took Lily to the strength and conviction of our territory and of the Val di Cornia, and we had a meeting with Mayor Sergio Ortelli. Then the tug is broken down to Genoa on the route roughly to follow the ' Concordia '.

I will come back to Piombino for urgent commitments on the agreement – concluded the Mayor – but the rest of the crew continue to 2-3 mph for 4 or 5 days until Genoa. "

You can follow the path of the tugboat on twitter using the hashtag #pesterossaonboard or on Facebook through the page Pesterossaonboard

At the end of the article there are some twitter or Facebook postings. They did not translate but there are a few pix. Here's the link to original story:

I love this translated sentence:

"The attempt is to document the path for making this floating waste – said Giuliani"...

:D

11. Just read those articles SB. They seem to think as soon as CC leaves the site it will all be over and they will immediately go back to as things were prior to 13/1/12.

As I understand it there will be a heavy engineering presence for a long time to remove the platform and all the thousands of cement bags etc, that CC lies on at the moment.

I don't really follow the line that their tourist industry has suffered great harm as a result of the sinking and that as soon as things clear up then the tourist industry will recover straight away. I believe that the worlds tourist industry has taken a major hit since the banking crisis and in a way Giglio has been insulated against the worst of it with people coming to see the recovery operation

Clive, I read a while back they were still deciding whether to completely remove the platforms or leave them in place as a fish sanctuary and potential scuba dive attraction.

12. From Giglio News: BETWEEN 13 JULY AND TRANSFER OF CONCORDIA August 9

The Concordia could leave the island of Giglio in the direction of Genoa between 13 July and 8 August, based on statistics compiled by ISPRA in fact this is the period in which there is less likely to have significant waves higher than two meters, the maximum value specified by the project to transfer the Coast. The 'window' for the last voyage of the ship wrecked two and half years ago at Giglio has been suggested today during the Services Conference which was held in Rome, and after the resolution of the CDM on 13 June, will take a final decision on the port of disposal by 26 June.
13. From the Parbucking website, the new date for the DECISION (we hope)

is June 26.

The Italian Council of Ministers, upon proposal from the Commissioner for the Concordia Emergency, has identified June 26th (instead of June 16th as previously decided) as the date for the conclusion of the decision-making meeting of the "Conferenza dei Servizi", the committee composed of representatives of all competent authorities that will evaluate projects for the transportation of the Concordia wreck to an appropriate port for dismantling.

In the meantine at Giglio Island over 370 technicians are working 24/7 to complete the sponsons installation phase. Currently 12 sponsons have been positioned on the starboard side of the Concordia; 3 more are left to install on this side and 4 on the port side to reach the total of 30 needed for the refloating phase.

In parallel to engineering operations, environmental monitoring is also in progress.
