World cruise free visa pkg - what do we get?

I’m in the very beginning of scoping out a world cruise, probably 2020 or 2021, and in reading the oceania site they talk about a “free visa pkg”. Is this just a “free” fee for the third party agency (CIBT?) to get visas? Typically how much should we budget for visa costs?

All visa costs are included.

No budget required. All visa costs are covered. Except if they want pictures and maybe some mailing costs. Immaterial.

The majority of visas are handled on the ship. For some like Brazil, India, China the visa service company works with you to get the visa - you need to fill out forms and send them photos and your passport.
