DCl coming back to NYC?

Nobody knows where the new ships will be based yet. Rumors have them all over the globe.

This is absolutely correct--there are all sorts of rumors flying as to names, locations, and first sailing dates. The only thing I'm aware of that has been released by DCL is the building details--Meyer-Weft Shipyard and completion dates of 2021 and 2022 with a size approximating (somewhere I read slightly smaller) than the Dream.

Disney just announced the NY sailings for Fall 2018 on the Disney Magic:

 

10/4,10/19,10/24 & 10/29 5 night sailing to Bermuda with 2 days in port

10/13 6 night to Bermuda with 3 days in port

10/09 4 night Canada Cruise

9/20 NY to Quebec

9/27 Quebec to NY

11/3,11/10,11/17 7 night sailing with stops in Castaway Cay and Port Canaveral

11/24 6 night from NY to San Juan

Just off the subject, where do people usually stay before departures from the Manhattan Cruise Terminal?

It's a little harder to find affordable hotels in west Midtown than it is in Cocoa Beach, Miami, Orlando or Galveston.

I'm staying at the skyline hotel. It's suppose to be near the port and the price was about $200 a night, which is pretty good for NYC. If anyone has stayed at this hotel and thinks it's gross, please let me know. I know nothing about NYC.

Looks line the Skyline Hotel has some nice reviews. I think you have done well.

You have a few choices. There are some reasonably priced hotels on the West Side around the Fashion District (between 36th and 40th Streets). Some people like to stay across the river in Secaucus. It's cheaper and a quick drive or train ride into the city.
